Oxford Advanced Learner's Dictionary對這兩個詞的解釋是：

Strategy is a plan that is intended to achieve a particular purpose.

Tactic is the particular method you use to achieve sth.

左看右看，看不出差異在哪。

所以到Google上找了一些解釋

WiseGeek網站的說法簡單易懂：

"Strategy  is the thinking aspect of planning, organizing something.

Tactics are the doing aspect that follows the planning…

Tactics are the meat and bread of the strategy."

也就是說 Tactic 是為了達成目的所構思的策略(Strategy)中的實際作法.

身為一位出色的圖書館員(誤)，當然要找到有權威性的網站所提供的解釋。

學術派的Washington State University vancouver 如是說：

"The common view about strategy is that setting a high objectives of an initiative or an organization.

The strategy of an organization dictates the direction of all activities.

Tactic(s), on the other hand, are the chosen type of activities needed to achieve the objectives.
